Materials: A meme cartridge (custom made by the Foundation Memetics Department), which is consumed upon usage

Duration: Instantaneous

Upon inserting a meme cartridge, you may activate the device, which will display a visual meme, affecting all creatures within the 90-foot cone. Creatures affected must make a WIS saving throw. Upon a failure, they take 7d6 psionic damage and are paralyzed for 1 round. Upon a success, they take half as much damage and are instead incapacitated for 1 round. Only humans are effected by this device.

At higher levels: When supercharged, for each power level above fourth, the damage increases by 1d6.
